You must be at least 21 years of age to register and use phlwin services, as required under PAGCOR licensing in the Philippines. Age verification is mandatory during account registration.
Each player may hold only one registered phlwin account. Creating duplicate accounts is a material breach of these Terms and may result in immediate account suspension and forfeiture of balances.
All phlwin bonuses, free bets, and promotional credits are subject to separate wagering requirements. Attempting to withdraw bonus funds without satisfying wagering conditions will result in bonus forfeiture.

You are responsible for maintaining the confidentiality of your phlwin login credentials. phlwin will not be liable for losses arising from unauthorised account access due to your failure to secure your credentials.
phlwin reserves the right to suspend, restrict, or permanently close any account at its sole discretion, including for fraud, misrepresentation, underage access, or breach of any provision of these Terms.
Important: These Terms & Conditions ("Terms") constitute a legally binding agreement between you ("Player", "User", "you") and phlwin ("Company", "we", "us", "our") governing your access to and use of the phlwin platform at phlwin.vu. By registering an account, making a deposit, or using any phlwin service, you confirm that you have read, understood, and agree to be bound by these Terms in their entirety. If you do not agree, you must not use the phlwin platform.
1.1 By accessing phlwin.vu or any phlwin mobile application, and by creating an account or placing any wager, you unconditionally accept these Terms, together with phlwin's Privacy Policy and Responsible Gaming Policy, which are incorporated herein by reference.
1.2 These Terms apply to all users of phlwin services, including but not limited to registered account holders, guest browsers, and any person who accesses phlwin content via any device or browser within or outside the Republic of the Philippines.
1.3 phlwin operates in accordance with the regulations issued by the Philippine Amusement and Gaming Corporation (PAGCOR). Your use of phlwin services constitutes your acknowledgement that online gaming involves financial risk, that you are participating voluntarily, and that you meet the legal eligibility requirements set out in Section 2 below.
2.1 Age Requirement. You must be at least twenty-one (21) years of age to register or use phlwin. This age restriction is mandated by PAGCOR regulations applicable to casino-style online gaming in the Philippines. phlwin strictly enforces this requirement and conducts identity and age verification as part of the registration process.
2.2 Jurisdiction. phlwin services are intended for use by players located in jurisdictions where online gaming is lawful. It is your sole responsibility to verify that accessing phlwin is legal in your jurisdiction before registering or placing wagers.
2.3 Competence. You represent that you are of sound mind, are not acting under duress, are not a compulsive gambler subject to a self-exclusion order, and are using phlwin services for personal entertainment purposes only.
2.4 Excluded Persons. The following persons are not eligible to hold a phlwin account: (a) employees, directors, contractors, or agents of phlwin or its affiliated entities; (b) immediate family members of the foregoing; (c) persons subject to a self-exclusion order issued by phlwin or PAGCOR; and (d) persons previously banned from phlwin for breach of these Terms.
3.1 To access phlwin's gaming services, you must register a single account by providing accurate, complete, and current information including your full legal name, date of birth, Philippine government-issued identification, registered mobile number, and valid email address.
3.2 One Account Policy. Each individual may hold only one (1) active phlwin account. The creation of multiple accounts — whether using different email addresses, mobile numbers, payment methods, or any other identifying information — constitutes a material breach of these Terms. phlwin reserves the right to merge, suspend, or permanently close duplicate accounts and to void any balances, bonuses, or winnings associated therewith.
3.3 Know Your Customer (KYC). phlwin is required by PAGCOR regulations to verify the identity of all players. You agree to provide KYC documentation upon request, including but not limited to a valid Philippine government-issued ID (UMID, SSS, passport, or driver's licence), proof of address, and source-of-funds documentation for high-volume accounts. Failure to provide KYC documentation within the required period may result in account restriction or closure.
3.4 You are responsible for maintaining the security and confidentiality of your phlwin login credentials. You must notify phlwin immediately at [email protected] if you suspect unauthorised access to your account. phlwin will not be liable for losses arising from your failure to maintain credential security.
4.1 phlwin accepts deposits via GCash, PayMaya, BPI Online, BDO Online, and Metrobank Online, subject to minimum and maximum transaction limits published in the phlwin Cashier at the time of transaction.
4.2 Deposits must originate from a payment method registered in your name. phlwin does not accept third-party deposits. Attempts to deposit using another person's payment account will result in transaction rejection and may trigger account review.
4.3 Withdrawals will be processed to the same payment method used for the corresponding deposit, where technically possible. Withdrawal requests are subject to identity verification. phlwin reserves the right to withhold withdrawal processing pending completion of KYC requirements.
4.4 Processing times vary by payment method. GCash and PayMaya withdrawals are typically processed within minutes to a few hours. Bank transfer withdrawals (BPI, BDO, Metrobank) may take one to three (1–3) banking days. All amounts are denominated in Philippine Peso (PHP).
4.5 phlwin does not charge fees for standard deposits and withdrawals. However, your bank or e-wallet provider may impose their own transaction charges, which are your sole responsibility.
5.1 phlwin may, from time to time, offer bonuses, free bets, cashback, reload bonuses, and promotional credits to registered players. All such offers are subject to specific terms and conditions published alongside each promotion, including wagering requirements, minimum odds, eligible games, and expiry dates.
5.2 Unless expressly stated otherwise, bonus funds are subject to a minimum wagering requirement before they may be converted to withdrawable cash. Attempting to withdraw bonus funds prior to satisfying wagering requirements will result in automatic forfeiture of the bonus balance.
5.3 phlwin reserves the right to modify, suspend, or withdraw any promotion at any time without prior notice. Players who are found to be abusing promotional offers — including through arbitrage, matched betting using bonus funds, or coordinated bonus harvesting — may have their bonuses voided and accounts reviewed.
5.4 Bonuses are awarded to one account per household, per IP address, and per device. Circumventing this restriction via VPN, proxy, or duplicate account creation is a breach of these Terms.
6.1 All games offered on phlwin operate using certified Random Number Generation (RNG) technology or, in the case of live dealer games, physical gaming equipment operated by trained dealers in certified studios. phlwin does not manipulate game outcomes.
6.2 Published Return to Player (RTP) percentages represent theoretical long-run averages across a large number of game rounds and do not guarantee any specific outcome in any individual session. Past results do not predict future outcomes.
6.3 In the event of a technical failure, disconnection, or system error during gameplay, the outcome of affected rounds will be determined based on phlwin's records. If a definitive outcome cannot be established, phlwin may void the affected round and return the wager amount to the player's account.
6.4 Where a game result displayed to a player differs from phlwin's system records due to a display error or data transmission issue, the system record shall be deemed the authoritative and binding result.
The following conduct is strictly prohibited at phlwin and constitutes grounds for immediate account suspension, termination, and potential referral to PAGCOR or law enforcement:
8.1 All content on phlwin.vu — including but not limited to software, games, trademarks, logos, text, graphics, audio, and video — is the exclusive property of phlwin or its licensors and is protected by applicable Philippine and international intellectual property law.
8.2 You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use phlwin solely for personal entertainment purposes as contemplated by these Terms. This licence does not include any right to reproduce, modify, distribute, or create derivative works from any phlwin content.
9.1 To the maximum extent permitted by applicable law, phlwin shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from or relating to your use of phlwin services, including but not limited to loss of winnings, loss of data, or loss of enjoyment.
9.2 phlwin's total aggregate liability to any player arising from or relating to these Terms, regardless of the form of action, shall not exceed the total amount deposited by that player in the thirty (30) days immediately preceding the event giving rise to the claim.
9.3 phlwin does not warrant that the platform will be available uninterrupted or error-free, and shall not be liable for any interruption, downtime, or technical failure outside its reasonable control, including telecommunications outages, acts of God, or PAGCOR-mandated system maintenance.
10.1 phlwin is committed to responsible gaming and player welfare. You acknowledge that gambling carries inherent financial risk and should be approached as a form of entertainment, not as a source of income or a means of recovering financial losses.

10.3 If you wish to exclude yourself from phlwin services, you may request self-exclusion by contacting [email protected]. During any active self-exclusion period, phlwin will use reasonable technical measures to prevent access to your account.
11.1 You may close your phlwin account at any time by contacting player support. Upon closure, any remaining real-money balance (net of pending bonus conditions) will be returned to your registered payment method, subject to KYC completion.
11.2 phlwin may suspend or permanently close your account, with or without prior notice, if phlwin reasonably believes that you have breached these Terms, provided false information during registration, are using the platform for unlawful purposes, or if PAGCOR or a competent authority directs such action.
12.1 These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines.
12.2 Any dispute arising from or in connection with these Terms or your use of phlwin services shall be subject to the exclusive jurisdiction of the competent courts of the Philippines, or PAGCOR's dispute resolution process where applicable.
12.3 Prior to initiating formal legal proceedings, players are encouraged to submit disputes to phlwin player support for internal resolution. phlwin will endeavour to resolve disputes within fifteen (15) business days of receipt of a formal written complaint.
13.1 phlwin reserves the right to amend these Terms at any time. Amendments will be effective upon publication at phlwin.vu/terms-conditions. Your continued use of phlwin services following the publication of amended Terms constitutes your acceptance of the revised Terms.
13.2 Where amendments are material, phlwin will endeavour to provide notice to registered players via email or in-app notification at least seven (7) days prior to the effective date.
